There are bathymetry data for the oceans in a ~450m grid from the NASA: https://visibleearth.nasa.gov/images/73963/bathymetry That is enough for shading the oceans in Zoom 0-12 (or 14?), but not for contour lines. For lakes I think there are no free elevation data (we use SRTM and the satellite didn't see under water)
What about the GEBCO "The General Bathymetric Chart of the Oceans"? They said their grid data have been placed in public domain.
GEBCO is a 30-arcsec-grid, so it's about 900m. I think it's enought for low zoom levels and it could be pretty,if you can design the border from river mouthes and lagoons to the sea without changing colour.
It would be nice if OpenTopoMap can display underwater contour lines in sea/ocean/etc., and use different shades of color for different water depth
