Patch for #202 Add highway=construction for construction=residential .. motorway

Turns out, there are plenty of (I would dare saying most) highway=construction without construction=*

Perhaps it would be worth making these equivalent to construction=unclassified?

Something like: [highway] = 'construction' and ([construction] = 'tertiary_link' or [construction] = 'unclassified' or [construction] = 'residential' or [construction] = 'service' or [construction] !== null )`

73% of highway=construction have some kind of construction=* 20% of highway=construction have construction=residential (followed by motorway 12% ... tertiary 4.5%) (see taginfo) So we are missing 1/4 of all highway=constructions...

Shall we hide them, because we know not enough about these objects? If we render them, I would suggest to show them equal to residential, because these are the majority.
