I am unable to find the logic where background color is set for zoom levels 0-8. In the opentopomap.xml there is a comment suggesting
zoom 0...8: #117803 zoom 9+: e0e0e0
However these color codes are nowhere to be found.
I have an issue having white background in coastal regions where the relief has 0 elevation e.g. Netherlands
