Adding Userlist.json

Everytime a user adds/removes someone from the whitelist it will be noted in the userlist.json

Finished:

• adding all information to userlist.json when someone adds someone to the whitelist

Unfinished:

• removing does not work for now.
• Duplicates can exist.
