[BOT] Investigate ML.NET for Machine Learning on route name & location matching #55

Investigate using machine learning (probably with ML.NET) to identify route/area names in post titles.

This could possibly provide the following advantages:

Replace our current name parsing function which has some weaknesses
Remove the need for capitalization of route names in the route title (eg "Climbed send me on my way in red river gorge")
Allow matching of multiple route names (eg "Tatonka (V9) and Wormworld (V9) in Squamish, B.C.")
Allow matching of areas in addition to routes
And possibly even more advantages
