"On Deck" schedule needs to be updated #11

With the recent change in the format of the schedule spreadsheet, the "On Deck" displays have been rendered nonfunctioning. This need to be updated.

Also, the web browsers for viewing these "On Deck" schedules need to be on a clock to update. It doesn't need to be a quick update (could technically be as slow as every 5 min but will probably be around every 1 min).
