The issue is believed to be device and platform version independent. Will
update with more details shortly.

The Eyes-Free Configuration Manager has been deprecated and will no longer be
available via Market. We will no longer be providing support for this
application. We now suggest using the following preferred method for setting
the Eyes-Free Shell as your default launcher application.

1) Enable Accessibility and TalkBack from Settings -> Accessibility
2) Install Eyes-Free Shell
3) Press the "Home" button on your device and you should be prompted with a
"Complete action using" dialog. Select "Eyes-Free Shell" and the "Use by
default for this action" check box. The Eyes-Free Shell will now launch when
the "Home" button is pressed If you were brought to Android Launcher instead,
see step 4.
4) If not brought to the Eyes-Free Shell, you must reset your application
defaults. Use Settings -> Applications -> Manage Applications -> All -> Select
"Launcher". Click the "Clear Defaults button and return to step 3.
