vpn connects - doesn't change IP

What steps will reproduce the problem?
1.connect to vpn in any mode

What is the expected output? What do you see instead?
a changed IP address - no change

It says it connects, but I cant get my IP address to change unless I connect 
directly with a VPN client on a computer.
