TX Bursting enables automatically #1498

What steps will reproduce the problem?
1. Settings: Wireless 2.4GHz -> Professional -> Enable TX Bursting? -> Disable
2. Wait for it! (usually takes pretty much time, up to several days)

What is the expected output? What do you see instead?
Expected: TX bursting is disabled (the average speed is lower, but the network 
is stable when there are more than 2-3 clients.
Actual behavior: TX bursting seems to turn on automatically. In the settings, 
it is still "Disabled", but the speed falls dramatically, and it approximately 
the same as when TX bursting is actually enabled.
Workaround: 
- reboot the router;
OR
- set TX bursting to "Enabled", then to "Disabled" again.

What version of the product are you using? On what operating system?
- Router: ASUS RT-N11P;
- Firmware: 3.4.3.9-091 base.

Please describe the problem as detailed as it's possible.
First of all, I can't miss the chance to thank you guys for such an awesome 
work. Your firmware is going places. Thanks a lot!
All right, so I have an ASUS RT-N11P. I have installed the firmware, and set it 
up in the best way I could. But there were some significant problems with WiFi 
bandwidth. While the regular connection speed was around 80-90 Mbps, sometimes 
it just fell to as low as 0.5 Mbps (same laptop, same location).
After some time I have figured out that the speed falls whenever there are more 
than 2 or 3 wireless clients. This was a big clue, and after some additional 
googling I found out that TX bursting is a feature which has the exactly 
described behavior.
I decided to switch it off, and everything became more balanced: the speed is 
now around 25-30 Mbps, and doesn't really depend on the number of wireless 
clients. Exactly what I need.
The issue is that sometimes the setting seems to go back to its default value 
(TX bursting enabled). The speed just falls to ~1Mbps, and the network behaves 
the same was as it was behaving while TX bursting was enabled. The only 
difference is that now the setting seems to be disabled in GUI.
Rebooting helps.

I can't really determine the repro steps for this issue, but I can give you any 
logs/dumps as soon as it appears again. Just please let me know how exactly 
should I get those since I'm not very familiar with anything behind the Web-GUI.
