Docs - release notes not getting updated on rtft #336

The release notes are accurately getting updated by the versioner.py script (docs/releasenotes.md is up to date), but the release notes on rtfd is stuck at 0.7.28. Wat the fack?

cutadapt is in the requirements.txt file, so setup.py crashes when rtfd tries to perform a build.

Ugh, this was a nightmare. release notes is useful, and it hasn't been recorded since 0.9 started. I went back and updated the newdocs/releasenotes.rst file to recover as much as I was interested in (back to 0.9.13), and fixed the versioner.py script so it actually updates the releasenotes file. Seems to work again.
