Fix external link markup syntax #45

Fix the external link to 'Reasonable Person Test' to use the right RST markup syntax (which I had to look up. It really is very obscure in this RST format)

There is a short way of doing links too: http://docutils.sourceforge.net/docs/user/rst/quickref.html#external-hyperlink-targets (the second example).
