I got a little confused between the 4 examples of action (beyond the attempts at defusing a situation) versus the action which needs an RFC. On the assumption that the intent is that the 4 examples are of action which does not need an RFC, but additional action (e.g. turning a temporary ban into a permanent ban) is what does need an RFC, I've attempted to clarify the language.
If this is not the intent, and instead the intent is that the 4 examples given are examples of action which do need an RFC, then I can alternatively attempt to clarify the language that way.
