HIMII Highlighter #1

Add a mechanism to highlight the HIMII placemarkers. This could be a filter or, built separately from the filter logic as a passive way to highlight those that are HIMII

Use case: As a standard user, I want to easily see HIMII sites so that I can distinguish them from the others

Yet to be deployed to the production system but I've put in a filter for this, the highlight effect didnt' quite jive with the marker clusters unfortunately
