should require APK file from users #188

rationale is the following:

  1. it is trivial for App Inventor to generate.
  2. it is crucial that authors upload stuff that's easy for users to play with.
  3. we do need our initial set of users to seed the Gallery with good stuff.
  4. while ultimately AICG may host non-runnable code fragments, that is a long way off and we shouldn't be too worried about this now.

in short -- to help make sure the project is successful, we should encourage (i.e., force) users to really upload something meaningful, namely, something with an APK.
