As per https://w3c.github.io/manual-of-style/#RFC but with slightly bumped up text, aligning small caps with surrounding text's x-height:

Looks okay to me. I think it is crucially important to retain the all-uppercase RFC2119 keywords -- to clearly distinguish them, even when copied/pasted as plain text -- but to my mind it doesn't matter much what height they're rendered.
