Fix docker-gcc lapacke bug #25

Fixes #24.

Basically something needed to be specified for BLAS_INCLUDE so that the compiler could run.

Also the -llapacke needed to be specified.

And liblapacke-dev needed to be installed via apt packages.

Sorry for the delay on this, it looks fine to me. We can revisit the docker + no MKL case more in the future as well.

It may be good to update to the latest version of scamp, which has the gaia catalog and can be compiled with openblas alone.
