add dr1/spectro/templates/basis_templates/v3.2/ #3

@sbailey, this version of basis_templates can be added to dr1 via a symlink to edr. Is that the intention?

Thanks for checking that. Indeed, we used the same version of basis_templates (v3.2) for both fuji (EDR) and iron (DR1). A symlink to EDR would structurally be fine, but given that these are only 10 GB, it might be simpler to just make a second copy in dr1 to minimize the number of cross release symlinks that we have to document (e.g. for globus).

OK, I agree that's reasonable in this particular case, but don't think we should necessarily apply this precedent in every similar case. There might not be a lot of similar cases, so they can be examined as they come up.

If basis_templates had a lot more files (i.e. inodes), then I would be more concerned.
