Several changes for KPNO focal plane calibration

• modify write_focal_plane_metrology and fp_metrology.csv replacing None or "--" values with -1 for undefined DEVICE_LOC and LOCATION (for GFA corners).
• for the spotmatch wrapper, exclude pinhole numbers>4 (not actual pinholes)
• in get_posmoves, replace method to get the list of positioners in a petal (the original was way too slow for tables with many entries like at KPNO), for bug when requesting specific pos_id when several petals, discard entries with no measurement
• add check_moving , a utility script to verify positioners are actually moving during a calibration sequence
• add as_table option to dbquery function (otherwise returns dictionnary of lists)
• improve robust circle fit , add outlier rejection as option to fit_params and record number of points in fit
• add more options to plot_fvc_residuals

codacy is not happy because it thinks there are too many arguments to one function. we will revise this later but I am merging to get a tag associated with the FP calibration run.
