Email send debug #5

This pull request changes the sending email address for the nightlog from noao.edu to noirlab.edu. Also sets debug level for the SMTP library to its highest level to make the logs more informative.

@daqiii @elliotta I added you two as reviewers, but mainly so that you'd see the new version right away with enough time to integrate before observing starts tonight.

So I'm guessing this addresses #2 as well?

Yeah. Number 2 and 4. Added in the development section on the side. The second half of issue number 4 isn't a problem, but rather a consequence of not syncing the NERSC logs to KPNO.
