This might fix #2203, please have a look @sybenzvi.

could potentially also do other fixes regarding DESI_SPECTRO_DARK in here, e.g. the need to unset DESI_SPECTRO_DARK for generating calib files. But would need to know in which cases things fail first...

Confirming that the PR fixes exposures from 20240324 where expected fallback to DESI_SPECTRO_CALIB did not occur.
