This PR is not on the critical path for Jura, but it would be nice to get it into a tag at some point. The only changes are to io.photo, which are not part of main production.
In essence, I've just added the option of matching exclusively to either the north (BASS+MzLS) or south (DECaLS) Tractor catalogs (rather than doing a resolve), as part of some photometric tests which I'm doing using photometry of objects in the overlap region.
