Add fiberassign holding pen #139

This PR makes an initial implementation of a fiberassign holding pen. Afternoon planning and the NTS looking for fiberassign files both in the holding pen and in the main fiberassign directory when deciding what tiles are available to observe. If a given TILEID is only in the holding pen, and is requested during the night, it is copied into the main directory before the NTS returns it.
