Closes #37.
In addition to Travis tests, adds Coveralls and, eventually, Read the Docs support.

This PR is not ready to merge, but it will be useful to track Travis tests via this PR.

I think the invalid tile_id problem referred to in #37 might have to do with running tests against the full desimodel data set instead of the test data set. @dkirkby, you will need to make sure that the tests work on the desimodel test branch(es).

At this point things are working as well as can be expected, Travis-wise. Now the actual authors of the test suite need to look into fixing the failing tests.
