allow PASS to be 0-99 #88

Allows PASS in the rules.yaml file to be as large as 99 (previously only 0-7 were allowed). This flexibility is needed to simulate SV/commissioning operations.

This should be a non-controversial, backwards-compatible change, so I'd like to self-merge once tests have passed.

Oh, boy, lots of Travis failures. I know I broke it, but @dkirkby can you take a peak?

Heads up: I rebased from master to get the updated healpy installation which may have been related to the Travis failures.

Thanks and please don't let this PR be a blocking factor. Getting desisurvey to work with SV doesn't seem to be on the critical path right now, compared to other activity at least.
