This issue is to study and implement an optional term in the tile cost function that rewards observing a tile in pass N that allows a tile in pass N+1 to be scheduled (based on discussions at the SLC workshop).

The no-pass strategy means that this is less meaningful, though we have added a boost to the priority of tiles that have already been started, which is somewhat related.
