update the selection of WDs #394

Boris Gaensicke has updated the criteria we should be using to select white dwarfs, as documented at--- https://desi.lbl.gov/trac/wiki/TargetSelectionWG/TargetSelection#WhiteDwarfsMWS-WD

This issue is to track the corresponding update of the code in desitarget.cuts.

Mea culpa (with a thanks to @geordie666 for digging into this). The selection hasn't changed; just the mocks changed to match the (data-driven) selection.
