Add a bright-end limit for MWS targets for SV3. #704

This PR adds a bright-end cut for all MWS targets for SV3:

Targets are only retained if GAIA_PHOT_G_MEAN_MAG > 15 AND FIBERTOTMAG_Z > 15.
This is applied to all MWS targets (BROAD/NEARBY/WD/BHB).
Very few targets end up being removed (~0.1%).

Coverage increased (+0.04%) to 60.608% when pulling 808cb0b7d10a3a7008967c81c002b165dcefe5d6 on ADM-MWS-bright-cut into 87a001d719de93ba4899c70067a9d4b6aed183d3 on master.
