For reasons of reproducibility in fiberassign, it is extremely convenient to have a TIMESTAMP in the various ledgers. Currently, the ToO (Targets of Opportunity) ledger doesn't include a TIMESTAMP indicating exactly when new targets were processed. Such a TIMESTAMP should be added for the main survey ledger.
