[WIP] Merge skybrick / skyhealpix reading code #777

This makes the healpixed sky maps and bricked sky maps work with the same code. (But demands that a skybricks-exist.fits file is generated for the healpixes.)

expect SKYBRAD (brick radius) in header of skybricks-exist.fits
if SKYHPNS (nside) exists, and skybricks-exist.fits contains a HEALPIX column, assume healpixed files

Verified that this produces the same results as skyhealpixs.py
