A couple of MTL maintenance updates

This PR includes two MTL updates:

Turn off BACKUP MTL processing for the Main Survey (for now).
- We'll turn this back on once the MWS group has finalized any logic changes for MTL for the BACKUP program.
Allow the file format for override ledgers to be forced (addresses #784).
- This is achieved by adding a forceoverride kwarg to io.find_mtl_file_format_from_header() that, if specified, guarantees the filename/directory for override ledgers is returned.
- That forceoverride kwarg is then passed as True in the necessary places in mtl.py.

@jalasker: I'm hoping this fixes your issue for the alternate MTL ledgers (discussed in #784). Can you test this branch and report back?

Coverage decreased (-0.008%) to 56.466% when pulling ad5cfc0a86de0a91038751eadae5b656ebadaaae on ADM-mtl-maintain into ee9c8053be950f557cd892ce9ef15bb53642d0d9 on master.
