Remove DESI_SURVEYOPS #9

DESI_SURVEYOPS will be defined in desimodules going forward, see desihub/desimodules#52. This PR should be merged only after that PR is completed.

Looks good. desihub/desimodules#52 is merged and deployed. @weaverba137 please merge this, make a new desitree tag, install that, and update desimodules/main to use it. OK to do that as a direct commit to main, or if you want to use a PR for the record, ok to self-merge without waiting for review. Thanks.
