Need tools to estimate on-target performance #191

We have the GFA+ETC to estimate what performance we think is possible, but it would be good to routinely be comparing to the actual performance. E.g., if the fibers were offset by 0.5", would we know?

A plot of median count rate vs fiberflux, in all 3 bands, with a linear fit would be very helpful. The slope estimates throughput and the intercept estimates sky level. I think we'd want to translate both into some pleasant units.

This probably has two steps: get the basic plot and a statistical summary thereof, and then comparing to the ETC.
