handle missing cameras in focalplane plots #406

Focal plane plots appear to break when all cameras are missing from a sequence. E.g., the spec_tests from 20240501 are missing all the b cameras and the focalplane plots have crashed. Fiber number plots are fine. Should be fixable with some try/except checks.

The issue with the b cameras was not a one-off problem from 20240501 (see complaints from @daqiii on slack). Elevating this issue to critical; will fix it today.
