Descrbe HistoryQA in DESI wiki #413

The history DB and QA pages seem to be stable. Add some descriptions to the Nightwatch guide on the DESI wiki.

Somewhere (perhaps on the same wiki page) we can add an example python script that can be used to directly query the SQLite DB storing the history data.
