Fixes for #415:

Update arc line references using data since January 2024.
Widen warning thresholds to 25% of the nominal line strength and error thresholds to 50% of the nominal line strength.

This should catch burned out lamps and reduce spurious errors that are getting flagged repeatedly during observing shifts.
