Duplicate Header Keywords in tile files. #8

The tile files in the fiberassign directory contain duplicated header keywords:

*** Warning: Keyword TILEDEC is duplicated in card #42 and card #45.
*** Warning: Keyword TILEDEC is duplicated in card #45 and card #48.
*** Warning: Keyword TILEDEC is duplicated in card #48 and card #51.
*** Warning: Keyword TILEID is duplicated in card #40 and card #43.
*** Warning: Keyword TILEID is duplicated in card #43 and card #46.
*** Warning: Keyword TILEID is duplicated in card #46 and card #49.
*** Warning: Keyword TILERA is duplicated in card #41 and card #44.
*** Warning: Keyword TILERA is duplicated in card #44 and card #47.
*** Warning: Keyword TILERA is duplicated in card #47 and card #50.
