cache Inoue IGM model #273

We can get significant speedup by pre-computing and caching the Inoue+2014 IGM model. You can see how Adam Carnall does it for bagpipes here-- https://github.com/ACCarnall/bagpipes/blob/master/bagpipes/config.py#L156-L175
