Use MKL BLAS by default #62

Use MKL BLAS by default. This is the desired behaviour on cori with the latest version of desiconda.

Please review and merge if appropriate.

Looks fine, thanks. I'll merge now with the caveat that I haven't really tested this other than it compiles without having to set DESI_SPX_MKL.
