specsim documentation has not been updated in 5 years #134

The last build on specsim.readthedocs.io was 5 years ago.

Closed by #135, #136 and subsequent tweaks.

While working on this, I discovered that specsim has a previously undeclared dependency on desimodel. And installing desimodel creates a dependency on desiutil.
