This PR brings specter in line with other desihub products. One outstanding issue is that another project named 'specter' has already claimed http://specter.readthedocs.org. We'll need to pick another name for the Read the Docs URL, but we shouldn't have to change the name of the product.
There are a lot of changes in this PR, so please review carefully. Most of the changes are to documentation and necessary boilerplate files though.
