Port BOSS / bbspec PSF formats #2

Formats to port:

Split this into 3 separate tickets when the time comes to actually do it.

Pixellated PSFs had already been ported but not documented. Added to datamodel and pushed to dev.

Gauss2D and GaussHermite have not yet been ported.

GaussHermite has been ported (albeit with some format updates). Skipping Gauss2D unless we really need it again some day. Closing ticket.
