refactored most of exspec script into function #32

Starting PR to trigger tests. Will wait on merging until after I've tried wrapping this for DESI.

Merging this in, with the warning the the specter.extract.ex2d() function has an API change to use specmin and nspec instead of specrange=(specmin,specmax). The bin/exspec script remains the same as before (it already used --specmin and --nspec).
