For now, we can just try to pick a different name on ReadTheDocs. However, if we ever want to release specter on PyPI, we will have to think about changing the name of the whole package.
If the intended audience of this package is still the general astronomy community, releasing on PyPI will be essential.
This is not the only package named "specter".

In addition, the other "specter" is already on PyPI: https://pypi.python.org/pypi/Specter/0.4.2.
