Configuring specter for ReadTheDocs #77

This PR updates the specter documentation and fixes a few import errors under the hood. I selected desi-specter for the name. There are probably still a few minor test failures to clean up.

After merging, we can make https://desi-specter.readthedocs.io/en/latest/ available (it tracks master), and after the next tag, we can make https://desi-specter.readthedocs.io/en/stable/ available.

@sbailey , since you're working on specter today anyway, maybe you could take a look at this as well?

Merged, including the change of absolute vs. relative imports which I don't particularly like, but I will continue the discussion about that over at desihub/desisurvey#113.
