run fiber assignment on SV/BGS sample using DR7 catalog

An initial run of fiber-assignment using DECaLS/DR5 BGS targets and a (non-standard) set of tiles centered on the GAMA spectroscopic fields was generated by @forero in sv-bgs-decals.main.

We need to update this catalog to DR7 targets and also:

• [ ] Use SV-dedicated targeting bits (awaiting https://github.com/desihub/desitarget/issues/321);
• [ ] Prioritize each target to get four assignments before giving the available fiber to another target (see also #2);
• [X] Increase the number of standard stars to 200 per field;
• [X] Increase the number of sky fibers to 800 per field;
• [x] Assign remaining fibers to targets from the MWS program

These two items

• Increase the number of standard stars to 200 per field;
• Increase the number of sky fibers to 800 per field;

are now solved by changes in fiberassign (https://github.com/desihub/fiberassign/issues/135) and a recent update here on main.py (https://github.com/desihub/survey-validation/commit/2a6b42568ba4f0a204bf066e6a34ea90e0879ae9) to change the required number of standard stars and sky fibers.

@geordie666 I couldn't find any SV dedicated bits here: /project/projectdirs/desi/target/catalogs/dr7.1/0.23.0/targets-dr7.1-0.23.0.fits. Am I missing something or that flag is simply not written yet into that file?

There aren't currently any SV bits written to the DR7 files. In fact, we're just defining what the SV bit structure will look like, so there won't be SV bits in the targeting files for, perhaps, a few weeks.

Even when those bits exist, the SV target selections aren't fully defined yet. So, for now, you'll have to run "as if" the bits in DESI_TARGET correspond to the BGS selection for SV (it should be fairly similar).
