Tutorial updates for 18.11 #21

This PR is for updating the tutorials to release 18.11. In the case of the redshift-database tutorial, it's actually gone past 18.11, and at the moment is using the desispec 'workaround-bad-flux' branch.

@sbailey, I recommend we merge this now, and start a new PR that will focus on 19.1.
