Use a 1500 sq. deg. cutout of DR8 data and run 4 passes of
Dark tiles.
use make_mtl() to create the initial MTL file.
After the first pass, randomly select a subset of QSOs for the
Ly-a population at a given density.
Run each pass individually, updating the MTL each time but
skipping pipeline and redshift catalog "feedback" (all targets
remain as their starting classification).
