This PR fixes #6 by correcting the license to be BSD 3-clause instead of GPL.
I'm apparently the one who committed the original GPL license, which was just an error. I'm not sure how that happened; perhaps that is the default license when creating a new semi-populated github repo? Regardless, I don't believe we copied any GPLed code into this repo and the original intension was for this to be BSD 3-clause, so fixing it to that.
For the record: LBL/UC lawyers have problems with GPL and make us jump through extra hoops to contribute to GPLed code. BSD 3-clause avoids that.
I updated the text to use "DESI Collaboration" instead of "copyright holders" as suggested by @weaverba137 . I think this is ready to merge (and we should get this resolved prior to the meeting next week...)
