Merge changes and make a new tag for EDR #84

On Friday, June 9, we will be merging the changes associated with issues labeled as EDR. Then we will create the 23.5 tag. Please ensure any related work is completed and ready for integration by this date.

One more detail. We decided on the data-call that we will make a tag, but that the public webpage will link to main.
