New notebook in the getting started folder to create the figure illustrating Petal, Tile, Rosette and Healpix.

I also updated the "Bug Reporting" section of the DESI EDR tutorial to point to the DESI User Forum instead of the data team email.

Just pushed a new commit after running with 23.1 kernel. Thanks for the reviews, @forero & @weaverba137 ! I think it's ready to merge.
